Hmm.  What I just reported makes me wonder, though.  Accessing the data through that index should have worked :(

Using file_retired=1 does not produce the header error, but gives an empty table.  (I don't know what values are valid).  Maybe retired=0 is trying to read an item from the first database page, and thus gets the error.
